INCB Operational responses to counter trafficking in NPS and other dangerous substances in the Caribbean and Latin America

The training is designed for frontline officers who continue to go above and beyond to protect the health and safety of citizens and visitors, while ensuring the security of themselves and to ensure confidence across systems as we recover from COVID-19. The Training will be based on standard lecture-based classes and practical sessions. The CARPHA team of expert instructors will create a fun, dynamic atmosphere which erases the anxiety normally associated with learning. Each Participant will be trained to know when PPE is necessary and how to properly put on, safely remove, adjust and wear PPE. It will also inform participants on the proper care, maintenance, and disposal of PPE. By the end of the program, participants will possess the knowledge and skill on the safe use of PPE.

Tuesday, 18th September Sgt Nedd and Sgt Marcuricus from the Guyana Police Force Criminal Investigation Department will delivered training for first responders to a crime scene. The goals of the training were focused on providing first responders the skills and information to develop and enhance note taking, statements, and general skills related to crime scene preservation to assist ensuing investigations.

Originally broadcast September 11, 2018 this course covered definitions, elements, process, and typologies of money laundering. The session is led by Mr. Keith Darien, Principal Director of the Financial Investigations Division -an agency of the Jamaican Finance Ministry. The presentation is part of a 10 day training being delivered at the Caribbean Regional Drug Law Enforcement Training Centre (REDTRAC) to select participants drawn from Anguilla, the British Virgin Islands, St. Kitts and Nevis, St. Lucia, and Jamaica. The course covers the Financial Action Task Force (FATF) recommendations and features an active q and a session with CBSI-Connect participants from Trinidad and Suriname as well as the assembled participants in the lecture theater representing several divisions within the JCF and other national agencies.

The Resistance and Prevention Program, (RAPP), has been working with the governments and communities of three countries (the Bahamas, Trinidad & Tobago, and Suriname) to enhance their social crime prevention efforts by working with at-risk youth, police and other stakeholders. RAPP emphasizes the need for law enforcement to work alongside other government entities and community organizations to identify problems and collaborate on implementing solutions that produce meaningful results.
This self-study class allows students to take the same training provided to students at the Trinidad and Tobago Police Service and earn a badge in the topic by passing the course exam

The Anti Money-Laundering seminar took place at the Guyana Police Force Officers Training Centre- Georgetown, Guyana February 8th, 2017. The conference was attended by a room capacity audience in Georgetown and was viewed by remote invitees in Barbados, Jamaica, Montserrat, Turks and Caicos, St. Vincent, and other locations in the Caribbean Region. The seminar featured seven subject matter experts including speakers who addressed the seminar remotely by video over CBSI-Connect.

Public Sensitization Session on Chemical Conversion and Clandestine Drug Labs: National Police College of Jamaica (NPCJ), Caribbean Regional Drug Law Enforcement Training Centre (REDTRAC), and U.S. Drug Enforcement Agency (DEA), July 2017
In this session we will share details regarding the emergence of clandestine drug labs in the Caribbean; the attendant social ills; the demands on law enforcement and the responsibilities of all partners/stakeholders in countering this threat. The forum will also focus on the proactive way forward to increase awareness and build capacity to deal with these issues.

The Training and Coaching Programme on Human Rights Care for Offenders (HRC) will seek to help officers to understand the necessity of the principles and procedures in a Human Rights Approach to prison Management towards offenders. In this Course/Workshop we will examine the best practices and the critical role of how to manage prisons with a human rights philosophy. This philosophy is embedded in the care and treatment of offenders since prison officers play a critical role in assisting inmates with their rehabilitation. How inmates are processed determine the effectiveness of their rehabilitation and reintegration
This course was conducted for the Regional Security System (RSS) June 26-30, 2017, and attended by RSS Members in Antigua, Barbados, Dominica, Grenada, St. Kitts, and St. Vincent and the Grenadines.

Trinidad and Tobago High Court Judge Justice Gillian Lucky, focuses on the current laws, codes of practice and approach of the Courts, to covertly obtained evidence into Caribbean Court proceedings. This issue has become especially important in jurisdictions that are yet to pass relevant laws, or lack regulatory processes for surveillance activities.

The Interview and Interrogation course is designed potentially for investigators who require knowledge, skills, attitude and techniques needed for interviewing of witnesses and victims and Interviewing and Interrogating of persons suspected of committing crimes/offences. In essence, it is a standard form of on-the-job training that is geared towards the duties and responsibilities inherent in police duties or law enforcement investigations.
